Canada’s initiative to construct a $267 million medical countermeasures laboratory in Winnipeg is seen as a crucial move in preparing for future pandemics. However, experts caution that the facility will encounter significant obstacles related to securing sustainable funding, staffing, and governance in the long term.
Last week, the federal government unveiled a $10.2 million design contract for the facility, set to open in 2033 adjacent to Winnipeg’s National Microbiology Laboratory (NML). While the laboratory aims to address a critical need for testing early-stage vaccines, therapeutics, and diagnostic tools, health researchers emphasize that merely having a new building will not suffice without enduring investments in skilled personnel.
Dr. Joanne Liu, a physician and professor at McGill University’s School of Population and Global Health, stressed the importance of having the necessary human resources to establish the lab as a world-class center. She highlighted the critical need for consistent support and action to advance countermeasures effectively.
The planned facility will enhance Canada’s capacity for preclinical trials, offering a dedicated space for lab and animal testing within the country’s research and development pipeline. Currently, the NML faces space limitations, requiring repurposing of facilities designated for high-risk pathogen research to conduct preclinical tests.
Industry and academic partners are expected to utilize the lab spaces, subject to appropriate agreements and screening processes. Keith Fowke, the scientific director at the Canadian Institutes of Health Research’s infections facility in Winnipeg, pointed out that the absence of local cleanrooms often impedes Canadian university researchers from progressing vaccine discoveries to early human safety trials.
Experts advocate for expanding Canada’s capacity in this area, emphasizing the necessity of long-term commitment and funding to advance research and development. Gary Kobinger, a former NML scientist renowned for co-developing the world’s first successful Ebola vaccine, stressed the importance of sustained funding over the next decade to support product advancement.
Investing in pandemic research during non-crisis periods is critical, according to McGill’s Liu, who emphasized the need for continuous funding and support throughout all phases of virus research. She expressed concerns over recent staffing cuts at the NML, warning that attracting and retaining top talent requires more than promises of infrastructure.
Addressing governance risks, Kobinger highlighted the potential pitfalls of solely government-run operations, citing past challenges faced during the development of the Ebola vaccine. He underscored the importance of effective leadership and operational efficiency to avoid bureaucratic hurdles and funding issues that could hinder progress.
While PHAC defended its efforts, citing substantial federal investments since 2018 to bolster Canada’s life sciences sector, experts stress the importance of learning from past mistakes. They emphasize the need for effective collaboration between public health officials, private industry, and new agencies tasked with bridging research and development initiatives to ensure the success of future projects.
